Pamela Del Negro advises health care providers, including hospitals, health systems, physician-hospital organizations, and community providers, on health care laws and general corporate matters. She provides counsel to the health care industry on a full range of transactional and regulatory health law issues. She also advises health care technology firms and other vendors to the health care industry on compliance with data privacy laws and regulations. She is a member of the firm's Health Law Group.
Health Care Compliance
Ms. Del Negro advises clients on health care compliance issues, helping them ensure they are aligned with applicable state and federal laws and have appropriate infrastructure in place to prevent, detect, and respond to potential compliance issues. She assists with implementing compliance programs and conducting compliance program assessments, advises governing bodies and their compliance committees on compliance processes and concerns, and provides compliance training to governing bodies and employed personnel on compliance programs generally as well as focused areas of risk. She also drafts policies, procedures and compliance plans for health care clients. Ms. Del Negro is Certified in Healthcare Compliance (CHC) by the Compliance Certification Board.
Information Privacy and Data Security
Ms. Del Negro is a member of the firm’s Data Privacy + Security Team. She assists health care providers and their vendors, such as software technology providers, with protecting the privacy and security of individuals’ personal health information. She provides guidance and advice on the privacy implications of proposed business arrangements and operations. Ms. Del Negro also assists clients who may be experiencing data security incidents or violations of the Health Insurance Portability and Accountability Act (HIPAA) or state privacy laws. She provides counsel on breach notifications, breach reporting requirements, and remediation. She also assists with responses to privacy complaints and investigations.
Ms. Del Negro advises the health care industry on Medicare and Medicaid fraud and abuse laws, including the Stark law and anti-kickback statute. She also advises clients on issues related to clinical research. Ms. Del Negro assists clients with managed care contracting, corporate practice of medicine issues, clinical integration, and antitrust matters.
Ms. Del Negro handles transactions for clients throughout the health care industry. She prepares hospital-based provider agreements documenting arrangements between hospitals and providers contracted to operate all or part of a hospital department, such as radiologists and anesthesiologists. She assists clients in implementing hospital quality and efficiency programs (HQEPs) and co-management arrangements. She handles transactions related to the acquisition and merger of medical entities and advises clients on corporate governance, private placements, health care technology, and general contract matters.

Prior to joining Robinson+Cole, Ms. Del Negro practiced health care and corporate law at a New Haven–based firm. She was managing editor of the Connecticut Insurance Law Journal and president of the Health Law Interest Group while earning her J.D. at the University of Connecticut School of Law.
